Attempt to make the payment using a Safari or Firefox Browser.  If you use Chrome, you can visit (chrome://flags/#local-network-access-check) , temporarily set 'Local Network Access Checks' from Default to Disabled.  Then, reattempt the payment from the Chrome Broswer.
