New Requirements: Updated Disclosure of External Interests and Commitments Policy


The Disclosure of External Interests and Commitments Policy has been updated and now includes additional requirements for researchers and all research staff.  The updates are to align our campus policy with the new SUNY/RF Policy on Malign Foreign Talent Recruitment Programs & Foreign Talent Recruitment, revised federal sponsor requirements, and SUNY’s Statement on Foreign Disclosures and Export Controls

KEY UPDATES

1. New Category of Individuals Required to Disclose

Personnel who perform work on any project, grant, or award administered by the Research Foundation and are not primarily responsible for the design, conduct, or reporting of research activities (e.g., postdocs, research scientists, technicians, veterinarians, graduate students, undergraduate students, or other positions supporting the research activity (e.g., secretaries, animal caretakers, draftsmen)) are required to:

  1. Upon belief that they have a foreign external interests (paid or unpaid) that could reasonably appear to be related to their Institutional Responsibilities, including participation in any Foreign Talent Recruitment Program contact the Office of Research Security (ORS) at ovpr_coi_admin@stonybrook.edu with their name and Solar ID to establish a Disclosure Profile. 

  2. Complete and maintain a Disclosure Profile in my Research COI as long as the foreign external interest exists.

2. Requirement to Provide Documents Related to Foreign Activities 

Any individual involved in research must provide the Office of Research Security with copies of contracts, grants, or any other agreements specific to foreign appointments, employment with a foreign institution, participation in foreign talent recruitment programs, and other information as needed to comply with federal sponsor requirements.

All other requirements to disclose remain the same.

 We would also like to take this opportunity to remind you that Disclosure Profiles are certified annually but you are also required to report any changes in your external interests and commitments throughout the year.
